Operational Plan 2021 for the Development of the National Strategy to Prevent and Combat Poverty and Social Exclusion 2019-2023

In recent months the situation of poverty and social exclusion in Spain has begun to show the consequences of the COVID-19 pandemic, with an increase in the economic and social vulnerability of the population, which has aggravated the situation of poverty and increased the proportion of the population at risk of poverty. As a result, almost 12.5 million people in Spain are at risk of poverty and/or social exclusion, 620,000 more people than in 2019.

The 2021 Operational Plan for the Development of the National Strategy to Prevent and Combat Poverty and Social Exclusion 2019-2023 specifies the measures and actions to be implemented during 2021 to advance in the achievement of each of the strategic goals with their objectives and lines of action of the Strategy, the allocated budget and the updating of the Strategy’s reference indicators.

The Studies and Social Innovation Area of the Tomillo Foundation has been part of the Technical Assistance for the development of the Strategy’s Operational Plans since its inception in 2019. Thus, the first of these operational plans was prepared in 2019 and the second plan in 2020. This third Plan includes the implementation of measures for the year 2021 and was prepared between February and October of this year.

As in 2020, the COVID-19 pandemic continues to have a significant impact on this Plan. The urgent measures approved by Royal Decree Law 8/2020, of March 17, on extraordinary urgent measures to address the economic and social impact of COVID-19. have been extended on successive occasions to alleviate the health and economic consequences of the pandemic on society, which have increased the economic and social vulnerability of many families.

However, the implementation of the Strategy’s 2021 Operational Plan will also be greatly influenced by the Recovery, Transformation and Resilience Plan. This instrument financed by the European Next Generation EU Funds will finance a broad package of measures, distributed throughout the Strategy, with the structural objective of modernizing, promoting economic growth and job creation in the wake of the COVID-19 crisis. and, therefore, to contribute to the prevention and fight against poverty by reinforcing the care system, strengthening inclusion policies and underpinning active employment policies, among other actions.
